can i use a dell oem on a compaq p.c.?

i brought a dell oem installation disk on ebay, my p.c. is compaq, i was told it could be installed on any p.c., i installed it, and when i tried to validate it, i got a message saying i had entered the wrong product key. i checked it several times and still got the same message.

i would think you could, i also bought the dell oem disk a few years ago and it works on my pc which is a custom built pc with an athlon processor
